Anyone know what these are? Cannon projectiles?

Found them in grandpa's gun cabinet. He thinks they're bullets from cannon shells. I have a pair of them, they each weigh at least five pounds, maybe even seven or more.  I cant seem to find any similarly profiled cannon bullets on the internet.  The diameter of the base is aprox 40/ 41mm. Any help appreciated.

Remind me of the sabot part of an APDS (Armor Piercing Discarding Sabot) round, that is the part that goes down range and penetrates armor, but in tank rounds the sabots are much longer and thinner.  I think maybe an inert penetrator for some kind of direct fire projectile.
