It has a nice look to it with the Boy Scout troop etc. This could result in a research project by going back in time..
Without a doubt in my mind it belonged to a navigator who after the war was most likely a scout master or adult leader in the boy scout troop mentioned, and he turned it into a first aid kit for the boys..
My Scoutmaster was on a destroyer in WW2 in the Pacific and our scout troop had tons of old army surplus that was used, mess kits, shelter halfs, field gear, you name it.. and the Boy Scout camp we went to every year for a week had tons of new unissued waterproof match containers, musette bags, mountain back packs.. just tons of stuff..
